## Summary

Qducate argues that public education funding should purchase demonstrated learning rather than institutional attendance alone. The working base public cost is A$10,000 per student per year: A$8,000 in a controlled portable education account and A$2,000 for public AI tutoring, independent testing, account administration and child-safety infrastructure. Progress is by mastery, not age. Human mentors remain accountable; AI is a tool. Student and family data ownership is a design principle. The public ask is a voluntary, independently evaluated pilot — not overnight replacement of Australian schools.
